The new training course – PLAN4CER – dedicated to citizens, public bodies, associations and companies interested in the management of Renewable Energy Communities (CER) in the territories, promoted within the framework of the European project PLAN4CET, financed by the LIFE Clean Energy Transition program, was presented in Parma, at the headquarters of the Province.

In short
PLAN4CER is a training course aimed at providing operational skills for the creation and management of Renewable Energy Communities (CER).
When? From 09/15/2025 to 11/27/2025
Where? In hybrid mode in presence in Parma and on ZOOM platform.
The course focuses on the territory of the Province of Parma, one of the three pilot regions of the project together with Navarra (Spain) and Skåne (Sweden). The Italian partners involved are AESS, ATES, Municipality of Parma, Province of Parma and EURAC Research.
PLAN4CER is aimed at all subjects who can be members of a Renewable Energy Community, as provided for by the most recent legislation (DM amending DM CACERn.414/2023). In particular, it is designed to meet the training needs of citizens, public administration professionals, non-profit associations and Small and Medium Enterprises (SMEs) that are part of a CER or intend to join it.
The course is a free and highly specialized training opportunity for all those who want to become protagonists of the energy and ecological transition of the territory through the management of CER.
10 training modules - from September to November 2025
The course is structured in 8 online modules on the Zoom platform and 2 in-person appointments in Parma at the opening and closing of the course.

Recipients
The course is aimed at all subjects who can be members of a Renewable Energy Community, as provided for by the most recent legislation (DM amending DM CACERn.414/2023). In particular, it is designed to meet the training needs of:
- Citizens, both male and female
- Public Administration Professionals
- Non-profit associations
- Small and Medium Enterprises (SMEs) that are part of a CER or intend to join one
30 candidates will be able to use it free of charge for the same number of positions, to whom full participation (online + presence) is allocated, with priority given to those active in the Province of Parma .
The remaining provinces of the regional territory will be allocated the 30 additional places for online participation only.
The participation criteria consist of a high school diploma and basic knowledge of CER.
